Regulations for resource management of Small-mouthed sole and Sandfish(Hata Hata) in the northern waters of the Sea of Japan

 

1  Status of the fishery resources of Small-mouthed sole and Sandfish

(1)Small-mouthed sole
The resource of the Small-mouthed sole in the northern part of Sea of Japan, has been reduced every year since 1995. The total catch of Small-mouthed sole in 2002 was decreced by 299 tons. It is less than 40% of the total catch in 1994. The survey for new resource recruitment by Yamagata and Niigata Prefectures showed the decreasing trend of new recruitment.
Prefecture Governments and Fisher groups in Aomori, Akita, Yamagata, and Niigata recognized that the appropriate resource management was necessary and they decided the ‘Resource Recovery Plan of Small-mouthed sole and Sandfish'. Resource recovery activities included voluntary fishing regulations by fisher groups have been implementing such plan since 2003.

Unfortunately the condition of such resources has been staying in low level, though showed temporarily the increasing trend. The resource condition is still low level and the trend of resource is stable in 2015.

(2)Sandfish
Since 1976, The resource condition of Sandfish in the northern part Sea of Japan had been sharply deteriorated, the total catch of was reduced by 206 tons in 1984, which was less than 1% of the highest catch, the resource decreasing trend of resources continued and the total catch was reduced by 158 tons in 1991. The government of Akita prefecture decided the suspension of catching of this fish during next 3 years and Fisher groups in 4 neighbor prefectures (Aomori, Akita, Yamagata, Niigata) also decided to apply the minimum catching size for the resource recovery of this fish. The resource condition showed increasing trend by such activities for resource recovery, but the level of resource was still low.
They therefore decided 'Resource Recovery Plan' included additional activities like as the regulation of mesh size and the reduction of the number Fishing vessel and has been implementing such plan since 2003. The resource condition had been recovered sharply by the implementation of such plan. The total catch has recovered from 3,400 to 5,400 tons in recent years except in 2007, fishing days was reduced voluntary in this year. However, the total catch was 2,573 tons in 2014 which is lower than the indicator of lower status of resource . The resource review on 2015 is that resource condition is still low level and the trend of resource is the decreasing. 

2  The fishery operators utilising the following fishery methods are participating in the resource control of Small-mouthed sole and Sandfish. 

(Aomori Prefecture) offshore trawl, gillnet, set net, bottom trap net

(Akita Prefecture) offshore trawl, coastal small trawl, gillnet, set net, small set net

(Yamagata Prefecture) offshore trawl, coastal small trawl, gillnet

(Niigata Prefecture) offshore trawl, coastal small trawl, gillnet, Gochi net, pole-and-line fishing, long line, set net 

3  Development of resource control

4  Structure for cooperation resource management implementation

An investigative commission for resource management was formed, it covered a wide area of the northern waters of the Sea of Japan. The commission consists of the National and prefectural administrative system, including Hokkaido, Aomori Prefecture, Akita Prefecture, Yamagata Prefecture, Niigata Prefecture, and Toyama Prefecture, and the 'Fisheries Research Agency'. The commission discusses the resource management of fisheries in a wide-area.
